He was LA Honorary Secretary 1898-1901, Acting Honorary Secretary 1915-1917 and Honorary Secretary again 1917-1927. But from 1922 until 1927 he was also effectively Secretary and the LA office was at his Buckingham Palace Road Library where Council and Committee meetings were also mostly held. Had it not been for this hospitality it may be doubted whether the LA could have survived beyond the 1920s. Pacy was also a member of the Kenyon Committee on Public Libraries (1924-1927) to whose Report he appended a 'reservation' primarily advocating a rationalization of the service in metropolitan London and the provision there of reference libraries comparable with those in the great provincial cities. He was made Honorary Fellow in 1902.
